Business Properties Hit by Russian Strikes Get Inspection Waiver from Government

Post-Strike Businesses Exempt from Inspections

The Ukrainian government has decided to waive property inspections for enterprises damaged by Russian attacks, a move designed to speed up recovery efforts. Prime Minister Yulia Svyrydenko announced that inspections will be suspended for tens of thousands of assets—including real estate destroyed or damaged in combat zones, properties located in areas of active or potential hostilities, and those on temporarily occupied territory. The exemption also covers assets on high-risk farmland or land contaminated with explosive ordnance.

Yulia Svyrydenko emphasized that 'businesses will be able to focus on rebuilding instead of navigating control procedures.'

She noted, however, that state oversight will remain in place for matters involving human life and health, environmental protection, national security, and compliance with international obligations.

Business Support Programs

In addition, Ukraine continues to run business support initiatives. A new affordable lending program for enterprise recovery allows businesses to borrow up to UAH 150 million at just 0.1% interest during the first two years under the 'Affordable Loans 5-7-9%' scheme, which has been active since July 1. The government also offers compensation of insurance premiums up to UAH 3 million for all regions, and compensation for losses up to UAH 30 million for frontline areas. Manufacturing enterprises can access recovery grants of up to UAH 16 million, and through the 'Point of Support' program, partial wage and social security contribution reimbursements are available to preserve jobs after attacks.

These measures are part of the government’s strategy to sustain the economy during wartime and facilitate the restoration of damaged infrastructure and businesses. By removing inspection burdens, enterprises can accelerate their recovery and redirect efforts toward rebuilding—a critical factor for the country’s economic stability. The financial support programs also provide additional opportunities for businesses, potentially speeding up the recovery of conflict-affected regions.
