Conclusion of the Government’s Pilot Program for Settlement Reconstruction
The government-led pilot initiative aimed at comprehensive restoration of several settlements from 2023 to 2025 ended without any of the targeted communities being completely rebuilt. Throughout the program, only 80 projects were finalized, representing roughly 13% of the total planned scope. Funding allocated to this effort amounted to 3.99 billion UAH, approximately one-third of the initially estimated budget. Following the pilot’s end, reconstruction activities have continued under a separate public investment project covering 5 settlements and 591 infrastructure sites.
Settlements Included and Progress Overview
The pilot program focused on the following settlements:
- Borodianka
- Moshchun
- Trostianets
- Posad-Pokrovske
- Tsyrkuny
- Yahidne
Work in Moshchun effectively ceased in 2023, the first year of the experiment. By the end of May 2026, Borodianka had completed 42.9% of its scheduled projects, while Posad-Pokrovske reached just 2.6%. Reconstruction efforts in Tsyrkuny were halted altogether due to ongoing security concerns.
Over the two-and-a-half-year period, the project received 3.99 billion UAH in funding, roughly a third of what was originally projected. After the pilot’s closure, authorities resolved to carry on restoration within a dedicated public investment framework encompassing five settlements and 591 objects.
Separately, in Kyiv, restoration of the medical and diagnostic complex at the National Children’s Specialized Hospital (NDSL) 'Okhmatdyt' was completed. This facility had sustained damage from a Russian missile strike in July 2024. The total reconstruction cost of the hospital was about 278.5 million UAH, coming in over 93 million UAH below initial estimates. This demonstrates that despite numerous challenges, some reconstruction initiatives in Ukraine continue to move forward successfully.
The inability to fully rebuild any settlement highlights the significant obstacles Ukraine faces in its post-war recovery process.
Actual expenditures on restoration fell well short of planned amounts, suggesting a need to reassess strategies and methods for infrastructure rebuilding. Nevertheless, ongoing projects like the 'Okhmatdyt' hospital restoration illustrate that successful recovery efforts remain possible despite the difficult circumstances confronting the country.

The rebuilding of the Okhmatdyt Hospital serves as a significant example of efficient project management, ultimately saving over 93 million UAH compared to initial projections. This highlights the potential for effective recovery strategies even amid broader challenges faced by settlement restorations.
