At the end of 2025, Ukraine recorded an increase in the average salary. According to official data from the State Statistics Service of Ukraine, the average income of employees across the country reached 26,913 UAH, which indicates a gradual recovery of the labor market against the backdrop of structural changes in the economy. This is noted by the State Statistics Service.
After mandatory taxes are paid - 18% income tax and 5% military tax - the average salary “in hand” was about 20,700 UAH. At the same time, income levels vary significantly depending on the region and employment sector.
Average salary in Ukraine: in which regions the highest salaries are paid
The highest average salaries at the end of 2025 were recorded in the following regions:

Kyiv - about 40,700 UAH;

Luhansk region - over 30,600 UAH;

Dnipropetrovsk region - almost 27,900 UAH.
The lowest incomes remained in the western and northern regions of the country:

Chernivtsi region - about 19,300 UAH;

Kirovohrad region - almost 19,900 UAH;

Chernihiv region - about 20,600 UAH.
Where the highest and lowest salaries are paid
The level of wages significantly depends on the type of economic activity. The highest incomes are traditionally received by employees in the information and telecommunications sector - on average about 65 thousand UAH. The lowest salaries were recorded in education, where the average wage level was about 17 thousand UAH.
The average number of employees at the end of 2025 was 5.34 million people. The largest number of employed people is concentrated in industry, education, and trade and transport repair. At the same time, salary arrears across the country reached 3.7 billion UAH, indicating financial difficulties in certain sectors.
Experts note that at the end of the year, most Ukrainians focused on a salary of 20–30 thousand UAH, but there was also a growing demand for vacancies with an income of over 30 thousand UAH, especially in IT, construction, and technical specialties.
