Ukrainian Sea Ports Transition to Electronic Auctions: What Will Change

At the meeting of the Coordination Council for the Development of the Competitive Environment in Sea Ports, new approaches to the operation of ports were discussed. The main focus was on transparency and accountability. Under the chairmanship of Deputy Minister Andriy Kashuba, representatives of Ukrzaliznytsia and business discussed the development of port infrastructure and conditions for business.


“The creation of a unified administration for the Danube cluster is a key step towards enhancing management efficiency and transparency. We expect that this decision will allow us to maintain transshipment capabilities of up to 35 million tons of cargo per year in case of a blockade of the sea ports of Greater Odesa, optimize administrative costs, improve logistics, and preserve over 2,000 jobs in the region.”

Deputy Minister Andriy Kashuba emphasized the need to create equal conditions for business development, pricing flexibility, and the optimization of state sector enterprises' operations.



Digitalization and Development of Ports


One of the key steps towards transparency and competitiveness is the pilot project at the State Enterprise “Sea Trade Port of Chornomorsk,” where electronic auctions will be held for the first time via Prozorro.Sales to provide various services in the port.


There was also a statement about the need for infrastructure development, the creation of modern corporate standards, and the reform of state enterprises to optimize and reduce bureaucratic obstacles.



The government is actively working on reforming sea ports, with a focus on transparency, competitiveness, and the implementation of digital technologies. This will facilitate improved logistics, reduced bureaucracy, and ensure business development in this sector of the economy.
