Odesa’s Burn Center Set for $1.2 Million Energy-Efficient Upgrade Amid Funding Delays

Одеський центр опіків чекає на модернізацію на суму 1,2 мільйона доларів для покращення енергоефективності, незважаючи на затримки у фінансуванні.

Energy-Saving Renovation Planned for Odesa’s Burn Treatment Facility

Odesa is preparing to modernize the burn center at City Clinical Hospital No. 10 with an energy-efficient reconstruction project valued at approximately 35.5 million hryvnias (around $1.2 million). The funding is expected to come from international sources, but a memorandum of understanding with the French agency Expertise France is still under negotiation, leaving the project’s start date uncertain.

The burn center, which opened in 2003 with support from American investors, will undergo building upgrades without major structural changes. Importantly, patient care will continue throughout the renovation, with patients being relocated between floors as needed to maintain treatment services.

Project Scope and Future Benefits

This reconstruction initiative is already integrated into the DREAM public investment management system. Beyond the facility’s refurbishment, plans include purchasing a magnetic resonance imaging (MRI) scanner and updating the hospital’s operating rooms. However, the project’s financing does not rely on local or national government budgets, and final funding remains unresolved. Expertise France, involved in this effort, is part of the French Development Agency (AFD) group.

Denys Sebov, a project representative, emphasized: “The millions of euros were intended for more than just the burn unit. It was a comprehensive project.”

This report is part of the "Accountable Reconstruction of Housing and Healthcare Facilities: Monitoring Public Investments through the Recovery Window" initiative, financially supported by the European Union.

While the exact timeline for the renovation is still pending due to ongoing agreement discussions, the project holds significant promise to enhance the quality of medical care provided at the burn center.

The upgrade of Odesa’s burn center represents a crucial advancement in the city’s healthcare infrastructure. By combining building modernization with new medical equipment, the project aims to improve patient treatment outcomes. However, delays in finalizing the funding agreement could postpone this vital initiative, which is highly anticipated by the local community and healthcare professionals alike.
