From October 23, 2026, law No. 4833-IX will come into effect in Ukraine, which transfers the executive proceedings to a digital format. The new rules expand the automated exchange of data between banks and executors, as previously discussed in the article about connecting banks to the debt collection system. The changes are reported by Kosht.media.
How debtor accounts will be searched from October 23
Banks are required to integrate with the Automated Executive Proceedings System (AEPS). Financial institutions, non-bank payment service providers, and electronic money issuers will also connect to the system.
After the data exchange is launched, executors will be able to obtain information about accounts, electronic wallets, cash flows, and payment purposes. Banks will be required to notify the executive service about the opening of a new account by the debtor on the same day it is created.
The main changes include:
- the search for accounts, which previously could take weeks, is expected to be reduced to a few hours;
- if the creditor indicates known accounts in the application, they can be seized when the proceedings are opened;
- data from the Unified Register of Debtors will be synchronized with notary databases, the Ministry of Internal Affairs, and other registries;
- restrictions on registration and notarial actions will help prevent the alienation of property or its transfer as collateral in cases provided by law.
At the same time, digitization does not mean that a bank can independently withdraw funds without grounds. Collections will be conducted within the framework of open executive proceedings, and decisions will be made by state or private executors. Previously, Inkorr explained how accounts can be seized and what debtors should know about their rights.
How much can be spent from a seized account
Even if an account is seized, the debtor can use a portion of the funds. The monthly limit will be the amount of up to two minimum wages. With a minimum wage of 8647 UAH, this is 17,294 UAH per month.
When will seizures be lifted from accounts
After full repayment of the debt, the automated system will generate a notification for lifting restrictions. Seizures from accounts should be canceled, and information about the person will be removed from the Unified Register of Debtors no later than the next day.
For this, the debtor will not need to separately contact the executor. It is possible to check whether there is an open case using the Unified Register of Debtors.
