Proposed Laws for Small Electric Vehicles in Ukraine
Two new bills have been submitted to the Verkhovna Rada of Ukraine aiming to regulate the use of small electric transport. Bill No. 15284, titled 'On the Specifics of Using Small Electric Transport in Ukraine,' establishes the legal status and usage rules for e-scooters. Meanwhile, Bill No. 15283 introduces administrative liability for violations of these rules. The legislation was proposed by lawmakers Anna Skorokhod, Lyudmyla Marchenko, Heorhiy Mazurashu, and Mykola Tyshchenko. Both documents are currently under review.
Rising Accident Rates Involving E-Scooters
Over the past five years, Ukrainian courts have handled at least 130 cases involving road accidents with electric scooters. As of 2023, 34% of these cases were filed within that year alone. The most common types of e-scooter-related incidents include:
- collisions with pedestrians
- property damage
Fines for scooter riders in such cases currently range from 340 to 850 hryvnias.
Doctors at the National Children's Specialized Hospital 'Okhmatdyt' report that e-scooters have become a leading cause of hospitalization among minors. Up to 30% of all visits to emergency rooms and trauma units involve children with severe injuries. Notably, medical staff have recorded the first fatal incident linked to e-scooters. Additionally, law enforcement is increasingly catching scooter riders under the influence of alcohol.
In light of these trends, the new legislative proposals aim to bring order to the use of small electric transport in Ukraine and enhance road safety.
The proposed bills could significantly reshape how e-scooters are used across the country, responding to a surge in accidents and injuries. By setting clear rules, the legislation seeks not only to protect pedestrians and riders but also to improve overall road safety. As electric transport gains popularity, these laws may encourage more responsible usage. Ultimately, such regulation could be a key step toward creating safer urban environments.
As the Ukrainian government takes steps to regulate electric scooters, it's essential to understand the broader implications of these legislative changes. Recent proposals not only address safety concerns but also reflect a growing trend in the regulation of light electric vehicles.
