Registration of Place of Residence in Ukraine

There is no legislative norm in Ukraine that limits the maximum number of individuals registered in one residential premises. Registration, or 'propyska' as it was previously called, is based on the consent of the property owner. According to the law 'On Freedom of Movement and Free Choice of Residence', registration is for accounting purposes and does not confirm the actual residence of an individual.

To register a new person in a dwelling with co-owners, the consent of all co-owners is required. Children are usually registered at the address of their parents or one of them. In Ukraine, the concept of 'propyska' has been replaced with 'declaration' or 'registration' of place of residence. Citizens have 30 calendar days to register at a new address after moving.

Registration Procedure

The registration procedure is available online through the 'Diia' portal or application. Military conscripts have special requirements for changing their place of residence. They must register at the new territorial recruitment center (TCK) within three days after moving. The civil fine for living without registration ranges from 17 to 51 hryvnias, while violations of military registration rules can lead to penalties in the thousands of hryvnias.

Thus, the implementation of the place of residence registration procedure in Ukraine is flexible but requires compliance with certain requirements, including obtaining consent from property owners and adhering to registration deadlines.

The absence of legislative restrictions on the number of people registered in residential premises can have both positive and negative consequences. On the one hand, it simplifies the process for those who need to change their place of residence, on the other hand, it can lead to problems with overcrowding in living spaces. Considering modern challenges, particularly related to displacement due to conflicts, the importance of effective registration and accounting of the population becomes especially relevant.
