In January 2026, the average salary of employees in Ukraine decreased by 9.5% compared to December and amounted to 27,975 UAH. This is reported by the State Statistics Service.
According to the agency, in December 2025 this figure was 30,926 UAH. The highest incomes are traditionally received by employees in the information and telecommunications sector, as well as in the financial sector and air transportation. At the same time, in the fields of culture and library services, salaries remain the lowest.
Average salary in Ukraine: where the highest payments are
The highest average salaries are recorded in the following sectors:

information and telecommunications — 76,905 UAH

air transportation — 58,249 UAH

finance and insurance activities — 54,901 UAH
Regionally, Kyiv leads with 43,865 UAH. Next is the Kyiv region with an indicator of 28,598 UAH.
Salaries by region: where the indicators are the lowest
The lowest average incomes are received by employees in:

Chernivtsi region — 19,984 UAH

Kirovohrad region — 19,996 UAH
Among sectors, the lowest payments are in the field of creativity, arts, and entertainment — 13,822 UAH, as well as in library and archival affairs — 13,104 UAH.
As of February 1, 2026, the salary arrears in Ukraine amounted to 3.4 billion UAH.
For comparison, the average salary size in 2025, for which insurance contributions were paid for pension calculations, was 20,653 UAH.
