The Verkhovna Rada of Ukraine adopted a law on April 9 that simplifies the confirmation of insurance experience for pension appointments. The new rules aim to assist citizens who have lost documents due to the war, liquidation of enterprises, or other circumstances. This is reported by the portal of the Verkhovna Rada of Ukraine.
Confirmation of insurance experience in Ukraine: what the new law has changed
The adopted law provides for the updating of mechanisms for confirming work experience and simplifying procedures for appointing and recalculating pensions.
In particular, the use of data from electronic registers is being expanded. This will allow for the accounting of information regarding employment, the payment of a single contribution, and wages without the need for paper certificates.
Key innovations:

The Pension Fund of Ukraine is obligated to inform a person about the absence of necessary data in the registers

Citizens will be explained the procedure for confirming experience, including through the court

Periods of work without payment of contributions may be counted as experience if the employer has submitted reports.
Counting experience without a work book: new opportunities for Ukrainians
Special attention is paid to cases where people do not have a work book or relevant entries in it.
In such situations, the experience can be confirmed:

by documents containing data on work periods

by the testimonies of at least two witnesses who worked together with the applicant

by a court decision establishing the fact of employment relations.
The law also takes into account situations related to the war, destruction of archives, or temporary occupation of territories.
It is expected that the new norms will allow a larger number of Ukrainians to realize their right to a pension even in the absence of a complete set of documents.
