Starting July 1, a new social payment will launch in Ukraine: who will receive assistance first

Starting July 1, Ukrainian families with low incomes will be able to take advantage of basic social assistance. This program is being launched by the Pension Fund of Ukraine as part of an initiative to revise the social payment system in the country.



At the first stage, families that are already receiving some social payments, such as assistance for low-income individuals, support for single mothers, assistance for multi-child families, and temporary assistance for children whose parental payments are not being made, will be able to join the program.


'Basic social assistance is assigned to the family and issued to one of its members who submitted the application,' the government resolution states.


From October 1, 2025, other categories of citizens in need of state support and meeting the requirements will also be able to join the program.



The new rules clearly define who is considered family members for the calculation of social assistance. This includes spouses and their children, students up to 23 years old, adult children with disabilities, unregistered partners, etc.



There are cases where certain individuals are not included in the calculations for receiving assistance, such as individuals under state care, captive or missing persons, individuals living abroad, etc.



It is important to note that the composition of the family is fixed at the time of submitting documents, not at the time of receiving assistance. This experiment corresponds to the Cabinet of Ministers of Ukraine resolution No. 371 of March 25, 2025, and is aimed at testing a new model of social support.


It is also important to consider how to restore pension payments to residents of occupied territories.



Ukrainian families with low incomes will have the opportunity to take advantage of basic social assistance starting July 1. The program launched by the Pension Fund of Ukraine will operate on an experimental basis, starting with families that already receive other social payments. There are plans to expand the categories of citizens who can take advantage of this assistance in the future. In addition, the new rules clearly define who can be included in the program or, conversely, excluded from it to receive state support.
