National Sociological Study on Gambling in Ukraine
A major national study to assess the impact of gambling on Ukrainian society has been launched by the Responsible Gaming Center (RGC) in partnership with the Ministry of Digital Transformation and the state agency PlayCity. This initiative is supported by the Association of Ukrainian Gambling Business Operators (AUGU) and will involve five leading companies that are members of the association.
The study's primary goal is to obtain a reliable picture of gambling's prevalence in Ukraine and to analyze its effects on various aspects of societal and individual life. The research will specifically examine:
- Public attitudes towards gambling;
- The number of Ukrainians who engage in gambling;
- The percentage of individuals at risk of developing a gambling addiction;
- The consumer experience and consequences for players and their immediate social circles.
Particular attention will be paid to vulnerable population groups, including military personnel, internally displaced persons, and youth.
This research is timely, as Ukraine's gambling market has been regulated and operational since 2020, creating a need for data-driven policy. The study will employ a variety of methods, including a nationwide population survey, online casino player behavior analysis, focus groups, and in-depth interviews with players and their relatives. Specialists from the medical and social services fields will also participate.

Deputy Minister of Digital Transformation Nataliia Denysiieva emphasized that "decisions in the field of gambling regulation must be based on clear data, not on assumptions."
The first results of the sociological study are planned for publication in May 2026, with the final report to be presented in early August 2026. The President of the Association of Ukrainian Gambling Business Operators, Oleksandr Kohut, expressed gratitude to the companies supporting the project, noting that "this research is part of the industry's new history—a history of establishing a Ukrainian industry with European DNA." He also stressed the importance of market operators' responsible attitude towards player safety.
