Public Environmental Inspector Training: An In-Depth Program in Ukraine
Ukraine is now accepting applications for its first comprehensive training course for public environmental inspectors. The initiative is a partnership between the NGO SaveDnipro, the State Environmental Inspection of Ukraine, and the National University of Life and Environmental Sciences of Ukraine. Its goal is to raise environmental awareness among citizens and give them an active role in ensuring compliance with nature-protection legislation. This type of civic oversight helps supplement the work of state enforcement bodies and creates a structured channel for residents to get involved.
Course Structure and Outcomes
The training will last 10 days and include 40 hours of content. It combines online lectures, analysis of real-world cases, and practical work in the regional offices of the State Environmental Inspection. Participants will learn how to:
- document environmental violations;
- build and maintain an evidence base;
- use public oversight mechanisms;
- communicate with government authorities;
- work with open environmental data and modern digital tools.
Dedicated modules cover environmental monitoring, environmental impact assessment, strategic environmental assessment, and the specific responsibilities of a public inspector. After the theoretical portion, participants will complete practical training in territorial offices of the State Environmental Inspection, gaining direct experience in the field.
Every participant will develop their own local nature-protection initiative. The authors of the 10 best projects will receive six months of mentoring support and an invitation to a special event in Kyiv. A total of 100 participants from across Ukraine will be selected. Applications are open until August 15, and the course is scheduled to start on August 25.
Oleksandr Krasnolutskyi, one of the program's authors, said: 'Public environmental inspectors form an important part of state environmental control. This role gives active citizens the chance to go beyond filing complaints and work with state inspectors to verify compliance with environmental legislation.'

The creation of this training program reflects the growing importance of environmental issues in Ukraine and the need for public participation in tackling them.
