Court Verdict for Head of Territorial Recruitment Center
For the first time in Ukraine, a court has convicted the head of a territorial recruitment center for obstructing the work of the Ombudsman’s Office. The Uzhhorod City District Court found the director of the local military enlistment office guilty of hindering the regional Ombudsman representative. During a monitoring visit, inspectors uncovered evidence of unlawful detention, the use of handcuffs, and degrading treatment of citizens. Case materials have already been forwarded to law enforcement authorities.
Human Rights Violations Confirmed
The court established that the recruitment center chief restricted access to facilities and refused to provide information to the Ombudsman’s representative. It also documented cases where individuals were held without legal justification. The investigation recorded instances where detainees were placed in metal handcuffs and subjected to actions that amounted to humiliation.
Dmytro Lubinets, the Ombudsman: 'This sends a clear message – parliamentary oversight cannot be blocked, and such actions carry legal consequences.'
In response, Ukraine’s Defense Forces launched an internal review based on the Ombudsman’s report. This case marks a significant step toward upholding human rights and ensuring the rule of law in state institutions.
This verdict could set a precedent for future investigations into human rights abuses in Ukraine, demonstrating the judiciary’s willingness to hold state agencies accountable. The transfer of case materials to law enforcement opens the door for broader inquiries and potential liability for others involved in similar misconduct. It underscores the critical role of the Ombudsman and oversight bodies in protecting citizens’ rights.
The recent ruling highlights a growing trend in the oversight of military enlistment practices in Ukraine. Following similar incidents, the Human Rights Ombudsman has reported a significant increase in complaints, indicating a heightened awareness and concern among citizens regarding recruitment center activities.
