Unregulated Tobacco-Free Nicotine Products Pose Ongoing Risks in Ukraine
Since 2019, tobacco-free nicotine products have remained outside Ukraine’s regulatory framework, raising serious health concerns, especially for teenagers. Civil society groups are urging the Ukrainian Parliament to implement laws that would govern these nicotine products similarly to traditional tobacco items. Currently, two bills addressing this issue have been submitted to Parliament. The World Health Organization (WHO) and Ukraine’s Ministry of Health have both voiced their support for this legislative effort.
Tobacco-free nicotine pouches, often called snus, have been available in Ukraine since 2019. According to WHO data, 3% of Ukrainian youth aged 13–15 use these products, compared to only 0.3% among adults. A single portion of nicotine snus can contain 20 mg or more of nicotine, with a full pack holding upwards of 400 mg. Nicotine is classified as highly toxic under the EU’s REACH regulations, posing poisoning and fatality risks if ingested, particularly for children.
Momentum Builds for Legislative Action
Just before the start of the new school year, the tobacco industry introduced tobacco-free heated nicotine cigarettes to the Ukrainian market. On September 8, the Reanimation Package of Reforms coalition issued a formal appeal to Parliament demanding urgent regulation of all nicotine products. The two bills currently before lawmakers—No. 14110 and No. 14110-d—align with recommendations from the Ministry of Health and WHO.
On September 3, marking 20 years since Ukraine ratified the WHO Framework Convention on Tobacco Control, Parliament adopted a statement prioritizing the regulation of emerging nicotine products. Yaryna Yasynevych, co-chair of the Reanimation Package of Reforms Council, emphasized:
“Ukraine is fighting not only for its territory but for its people—who are essential for the country’s future. Human capital is one of the nation’s most valuable assets, and we cannot allow the tobacco industry to undermine it, especially among youth. Nicotine products must not be promoted as harmless or easy to use. Protecting children from nicotine addiction is an investment in a stronger, more resilient Ukraine. The RPR coalition calls on Parliament to act without delay.”
Establishing clear regulations for nicotine products in Ukraine is a critical step to safeguard young people from harmful habits with potentially lasting health consequences. Given the rising popularity of nicotine pouches among adolescents, prompt legislative measures can help reduce associated health risks. The backing from international health organizations highlights the global significance of this issue and the need for a comprehensive regulatory approach in Ukraine.
