The Lobbyist Register Has Been Launched in Ukraine: How It Will Work

On September 1, 2025, the Law of Ukraine "On Lobbying" came into force, which establishes the legal framework for developing a transparent and responsible lobbying culture, defines the rules for influencing the legislative process, and ensures its accountability to society. This was reported by the press service of the National Agency for Corruption Prevention (NACP).

As noted by the NACP, the law introduces a key tool for its implementation "Transparency Register" — an open public platform that collects, processes, and publishes data on lobbying entities and their reporting.

"Now we can say that this law has not remained just on paper. Along with it, the NACP launches a key tool for its implementation – the Transparency Register. It is already available", – said the head of the NACP Viktor Pavlushchik, reports "Ukrinform".

The start of the Register's operation means that individuals engaged in lobbying — influencing or attempting to influence, particularly governmental authorities regarding the adoption of regulatory acts in the personal or commercial interests of beneficiaries, are required to obtain the status of a lobbying entity.

This can be done without restrictions by: 

  • individuals with full civil capacity;
  • legal entities registered under the laws of Ukraine;
  • foreign legal entities with representation in Ukraine in accordance with the Law of Ukraine "On Foreign Economic Activity".

A person wishing to obtain the status of a lobbying entity must submit information to the Register as stipulated by the Law. For this, they need to fill out the appropriate registration form, available after authorization

The Register consists of two parts: 

  • public – open to all users. It contains information about lobbying entities, their reports, statistics, dashboards and informational materials (except information with restricted access); 
  • electronic cabinet – a personal environment for registered users where reports can be created, submitted, and information about the lobbying entity can be updated.

The NACP also stated that in the public part of the Register, anyone can search and view information about lobbying entities and their reports, verify the accuracy of extracts generated by the Register, familiarize themselves with statistical data and dashboards regarding lobbying, and view informational materials. 

Using the Register, an individual can obtain the status of a lobbying entity, create and submit reports, update data, change this status (suspend, stop, renew or reacquire), and obtain an extract generated by the Register that contains information provided by law, and review certain documents submitted and obtained through the Register. 

The NACP added that the Register became the first information and communication system that, with the assistance of the State Service of Special Communications and Information Protection of Ukraine, successfully passed security authorization according to the new standards established by Ukrainian legislation.

The establishment of the Transparency Register was realized with the support of the project "Digitalization for Growth, Integrity and Transparency" (UK DIGIT), implemented by the Eurasia Foundation and funded by UK Dev.
