Ukraine Introduces Unified Protocols and Allocates 600 Million UAH for Identification of Deceased Bodies

В Україні запроваджено нові стандарти та виділено 600 мільйонів гривень для впізнання померлих.

Standardizing the Identification Process for Deceased Individuals

Ukraine is implementing a comprehensive set of unified procedures for examining, conducting forensic medical investigations, collecting biological samples, and documenting the identification of bodies belonging to both military personnel and civilians who have died. This government initiative aims to streamline the identification process, enabling families to receive accurate information about their loved ones more swiftly. The draft state budget for 2027 allocates over 600 million UAH to enhance forensic expertise, including equipping regional bureaus with the necessary technology.

The government has also formalized the operational framework for interagency regional teams tasked with improving coordination among state institutions throughout all stages of identification—from forensic examination to final documentation. A centralized coding system has been introduced to ensure precise record-keeping and data preservation for establishing identities. According to Ukrainian Prime Minister Serhiy Koretskyi, these measures will reduce delays, improve the quality of examinations, and strengthen teamwork.

Establishment of a Centralized Identification Center

Plans are underway to create a Single Identification Center dedicated to managing the identification of bodies.

“It is crucial that families receive reliable information about their loved ones promptly and have the opportunity to say farewell with dignity. I thank everyone involved in this important work,” emphasized Serhiy Koretskyi.

In a further step to refine the identification process, Ukraine's Ministry of Defense has announced its first-ever procurement of DNA analysis systems for the Armed Forces. The government has also introduced a novel biometric-based identification mechanism for deceased individuals. These initiatives are being carried out in cooperation with the Ministry of Health, Ministry of Internal Affairs, and Ministry of Defense, with support from the President’s Office.

Implementing consistent regulations and creating a centralized body for corpse identification represent critical advances in reducing uncertainty for families of the deceased. This effort highlights the government’s commitment to improving coordination among various agencies, which is vital given the current challenges facing the country. The adoption of advanced technologies such as DNA analysis will significantly enhance the accuracy and speed of identifications, providing meaningful social benefits to grieving families.

In addition to these significant advancements, the government's commitment to enhancing forensic capabilities is further illustrated by the establishment of a comprehensive protocol for deceased identification, which includes a substantial budget allocation for 2027. This initiative not only aims to improve the accuracy and efficiency of identifying deceased individuals but also ensures that families receive timely and dignified information about their loved ones.
