Ukraine Establishes the Bohdan Havrylyshyn State Award to Honor Plast Scout Leaders

Introducing the Bohdan Havrylyshyn Award

The Ukrainian government, following a proposal from the Ministry of Youth and Sports, has created the Bohdan Havrylyshyn State Award dedicated to leaders within the Plast scouting movement. This prestigious recognition aims to highlight remarkable contributions to the growth of Plast and to reinforce young people’s connection to Ukrainian national identity. The establishment of this award marks a significant milestone in formally acknowledging those who dedicate themselves to youth education within the country’s prominent scouting organization.

Purpose and Funding Details of the Award

Developed through collaboration between the Ministry of Youth and Sports and Plast, this award fills a previous gap by providing a governmental mechanism to honor outstanding Plast educators. Named after Bohdan Havrylyshyn, a distinguished Ukrainian civic leader, scholar, philanthropist, and lifelong Plast member for over seven decades, the award carries special significance as Ukraine prepares to commemorate the 100th anniversary of his birth in 2026.

Starting in 2027, approximately ten exemplary Plast leaders both within Ukraine and abroad will receive this award annually. The state budget draft for 2027 allocates 1,284,000 UAH for distributing prizes, certificates, and badges. Each recipient will be granted a monetary prize of 50,000 UAH. These measures are intended to boost the Plast movement’s development and elevate the recognition of those who invest their time and expertise in nurturing youth.

Matvii Bidnyi, a representative of the Ministry of Youth and Sports, emphasized: 'At the heart of Plast’s growth are the people—educators who invest years of their time, knowledge, and energy into children and young adults. It is crucial for the state to acknowledge and appreciate their dedication.'

By instituting this award, Ukraine introduces a vital tool to support and celebrate the work of Plast educators, which in turn promotes the preservation and strengthening of national identity among the younger generation.

The creation of the Bohdan Havrylyshyn Award reflects a growing recognition of the importance of youth mentorship within the Plast organization. This initiative is expected to inspire more young people to engage with the scouting movement and foster the development of active citizens committed to national values. Moreover, this model of honoring educators may encourage other organizations to similarly recognize those who contribute to youth development.
