Two Judges Granted Bail in Ukraine's Supreme Court Corruption Case, High Anti-Corruption Court Rules

Два судді отримали можливість внести заставу у справі про корупцію в Верховному Суді України, рішення прийняв Вищий антикорупційний суд.

Bail Measures in the Supreme Court Corruption Case

Ukraine's High Anti-Corruption Court (HACC) has imposed bail conditions on two suspects involved in a corruption scandal within the Supreme Court. A sitting judge was ordered to post bail of 3 million UAH, while a former judge must pay 900,000 UAH. The case also involves former Supreme Court Chief Justice Vsevolod Knyazev, who is accused of orchestrating a scheme to solicit bribes.

The investigating judge of the HACC set bail for both a current and a retired Supreme Court judge. One suspect faces a 3 million UAH bail, and the other, retired judge Oleksandr Prokopenko, was assigned a 900,000 UAH bail.

On May 19, 2023, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) carried out investigative actions in this corruption case. By May 21, the HACC investigating judge had already imposed bail of 2.5 million UAH and 2 million UAH on two other Supreme Court judges.

Charges Against Vsevolod Knyazev

Vsevolod Knyazev is charged with organizing a bribery scheme to influence court decisions, specifically for allegedly accepting a $2.7 million bribe. In 2017, he rented an apartment in Kyiv's Pechersk district for 1,000 UAH per month—a deal later deemed an illegal gift due to the huge gap between the market rate and the actual rent.

On December 26, 2023, the Pechersk District Court of Kyiv fined Knyazev 2,550 UAH and ordered the confiscation of the illegal gift valued at 906,600 UAH. The Kyiv Court of Appeal upheld this ruling. The High Council of Justice subsequently opened a disciplinary case, which led to Knyazev's dismissal from his post.

On December 12, 2024, the Grand Chamber of the Supreme Court confirmed the High Council of Justice's decision to remove Knyazev. Earlier, on May 18, 2023, the HACC had ordered Knyazev's pretrial detention with the option of bail, which was eventually set at 18.168 million UAH after reductions. He was released from custody on January 31, 2024, after paying the bail.

'The HACC investigating judge has applied bail measures to two more suspects in the Supreme Court corruption case. These are a current and a former Supreme Court judge. According to the court decisions, bail was set at 3 million UAH and 900,000 UAH respectively,' the SAPO stated.

This case represents a critical front in Ukraine's broader anti-corruption efforts, particularly within the judiciary, where public trust in justice can be severely damaged. The imposition of bail underscores the gravity of the allegations and law enforcement's determination to dismantle corrupt networks. How this case unfolds could have far-reaching implications for the country's judicial system and citizens' confidence in it.

As the investigation into the Supreme Court corruption case unfolds, the actions taken against Vsevolod Knyazev highlight the severity of the allegations. For more details on the bail set for the judges involved in this significant scandal, you can read more about it in our related article.
