Court Extends Restrictions on Odesa’s Ex-Mayor Trukhanov Through 2026

Cases Against Hennadii Trukhanov

The High Anti-Corruption Court (HACC) has extended the procedural obligations for Hennadii Trukhanov, the former mayor of Odesa, until August 1, 2026. Trukhanov is implicated in multiple criminal proceedings, including the Kraian plant case, where he is accused of embezzling 92.6 million hryvnias; a land-related case with estimated total damages of 689 million hryvnias; and a case of criminal negligence linked to the September 2025 flooding in Odesa, which resulted in nine fatalities. These cases highlight ongoing anti-corruption efforts in Ukraine, particularly at the municipal level.

A panel of HACC judges issued a ruling requiring Trukhanov to comply with the following conditions:

  • Appear before the court whenever summoned;
  • Remain within the boundaries of Odesa city and Odesa Oblast unless granted explicit court permission;
  • Notify the court of any change in residence;
  • Avoid contact with a specified list of individuals involved in the criminal proceedings;
  • Surrender all documents permitting travel to and from Ukraine;
  • Wear an electronic monitoring device, specifically an ankle bracelet.

Financial Losses and New Allegations

In 2016, the Odesa City Council purchased the Kraian plant building for 185 million hryvnias, while a private entity had acquired the same plant at auction for just 11.5 million hryvnias. The losses in the Kraian case are estimated at 92.6 million hryvnias. The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) sent a case to court in late 2024 concerning the creation of a criminal organization in Odesa, in which Trukhanov and 15 others are accused of forming or participating in such a group. Total damages to the city community between 2016 and 2019 are estimated at 689 million hryvnias, with approximately 15.9 hectares of land lost.

In late October 2025, Trukhanov received a new charge of criminal negligence from the National Police and the Prosecutor General's Office. This stemmed from the September 2025 flooding in Odesa, which killed nine people. Within a single day, Odesa received 94 mm of rainfall—224% of the monthly norm—and on September 30, 2025, heavy rains and flooding led to fatalities.

In the fall of 2025, the Security Service of Ukraine confirmed that Trukhanov held a Russian passport, prompting a presidential decree stripping him of Ukrainian citizenship and removing him from the mayor's office. Commenting on the new negligence charge, Trukhanov stated it came as a surprise to him.

The extension of procedural obligations and the court's directives reflect the seriousness of the allegations and the potential for further investigations, which could shape the situation in Odesa and the country as a whole. Within the broader national anti-corruption campaign, this ruling represents another step toward enforcing the rule of law and holding officials accountable for their actions.
