Election Outcome for Rector at Kyiv’s Taras Shevchenko National University

On October 27, 2026, Taras Shevchenko National University of Kyiv held its rector election under extraordinary conditions, with voting stations set up across 25 shelters within university facilities due to martial law. A total of 3,823 eligible voters participated, marking a strong turnout of 81.22%. Four candidates competed for the rector position: Valeriy Kopiyka, Oleksandr Korchenko, Kseniya Smirnova, and Hanna Tolstanova. Valeriy Kopiyka emerged victorious, securing 1,978 votes, which represents 51.74% of the ballots cast.

Voting Details and Campaign Highlights

The election process received heightened scrutiny given the challenging circumstances. Of the registered voters, 3,105 received ballots; among them, 130 individuals (3.40%) chose not to endorse any candidate. Additionally, 49 ballots were invalidated. The distribution of votes among the other candidates was as follows:

  • Oleksandr Korchenko: 77 votes (2.01%)
  • Kseniya Smirnova: 159 votes (4.16%)
  • Hanna Tolstanova: 712 votes (18.62%)

Leading up to the vote, candidates actively engaged the university community by presenting development plans and participating in discussions with faculty, research institutes, staff, and students. Key campaign themes included improving educational quality, advancing scientific research, ensuring financial stability, expanding international partnerships, enhancing campus infrastructure, and providing social support to the university community, as reported on the university’s official website.

It is important to recall that earlier in 2026, on April 1, student protests erupted against then-rector Volodymyr Bugrov following the circulation of a sex video allegedly involving him. Bugrov dismissed the allegations as a targeted information attack tied to disputes over university property and land. Subsequently, on April 29, 2026, the Ministry of Education and Science dismissed Bugrov at the conclusion of his contract, rendering him ineligible to run in the October election. Bugrov had led the university since 2021.

This election marks a leadership transition in one of Ukraine’s most prestigious academic institutions, a change expected to influence the university’s educational and research trajectory. As the newly appointed rector, Valeriy Kopiyka faces the challenge of implementing his campaign promises while maintaining institutional stability during ongoing martial law. The leadership shift also presents opportunities to strengthen international collaborations and attract funding for scientific initiatives, critical for the university’s future growth and resilience.
