Ongoing Examination of Constitutional Complaints

On October 1, 2026, the Grand Chamber resumed its consideration of the constitutional complaint filed by Ihor Leonovych Samsin, which challenges the compliance of certain provisions of the Law of Ukraine "On the Judiciary and the Status of Judges" with the Ukrainian Constitution. During a closed plenary session, the court decided to extend the deadlines for issuing rulings on constitutional complaints until November 3, 2026. Samsin's case will continue to be examined at an upcoming plenary meeting.

Additionally, the deadline extension applies to constitutional complaints involving the following individuals and entities:

  • LLC "VS Group Management"
  • Illia Valentynovych Turenko
  • Borys Pavlovych Kasianenko
  • Yurii Yuriiovych Kuslii
  • LLC "Trak Service Lviv"
  • Ruslan Vasylovych Havuka
  • Vitalii Pavlovych Melnyk
  • Oksana Leonidivna Chebotar
  • Pavlo Vyacheslavovych Vovk

The rulings on these cases will be handled by the respective judicial panels assigned to them.

Additional Cases Under Continued Review

The Second Senate has also prolonged its examination of multiple constitutional complaints, including those submitted by:

  • Kateryna Mykolaivna Chernysh
  • Alyona Vasylivna Karas
  • Volodymyr Volodymyrovych Karas

These complaints question the constitutionality of clause 9 in part one and part three of Article 309 of the Criminal Procedure Code of Ukraine. The review of complaints filed by Hryhorii Serhiiovych Syvukhin and Taras Vasylovych Andreychuk concerning the constitutionality of part three of Article 119 of the Labor Code of Ukraine has also been extended. Furthermore, the case of Volodymyr Mykhailovych Treizub—challenging clause 2 of part three of Article 81 of the Criminal Code of Ukraine—will continue to be deliberated in future plenary sessions.

These developments highlight the judiciary’s intensified efforts to address constitutional issues, which could significantly shape the application of law across Ukraine.
