Most executives of Ukrainian enterprises plan to increase salaries for their employees over the next year. This is evidenced by the results of a survey conducted by the National Bank of Ukraine among businesses in the third quarter of 2025. Reported by RBC-Ukraine.
As shown by the study "Business Expectations of Enterprises in Ukraine", 55.7% of respondents expect an increase in labor costs per hired employee. For comparison: in the second quarter, this figure was 49.8%, in the first quarter - 60.1%, and at the end of 2024 - 56.5%.
In Which Sector Are the Highest Salary Expectations for Workers?
The highest expectations are recorded among companies in the agricultural sector, while mining enterprises are more cautious. Experts note that this trend reflects a stable recovery of the economy and a gradual increase in demand for labor.
The survey was conducted from July 31 to August 28, 2025. A total of 669 enterprises from 21 regions of Ukraine participated (excluding temporarily occupied territories). The NBU emphasizes that the results of the survey reflect the expectations of business leaders rather than the official position of the regulator.
