Verkhovna Rada increases penalties for noisy cars: up to 34 thousand hryvnias and deprivation of rights

Draft law on noise from cars and motorcycles

The Verkhovna Rada of Ukraine is considering draft law №9564, registered on August 4, 2023, which provides for increased responsibility for excessive noise from cars and motorcycles. This document has been included in the agenda of the 9th session by a resolution dated September 3, 2025.

Fines and consequences

According to the draft law, the fine for the first violation of the rules regarding noisy cars will amount to 17,000 hryvnias. In the event of a repeated violation within a year, the fine will increase to 34,000 hryvnias. In addition, the draft law provides for the possibility of deprivation of driving rights for a period of 3 to 6 months.

This decision of the Verkhovna Rada aims to reduce noise levels in cities and improve the quality of life for residents. The draft law has sparked discussion among the public, as the issue of noise from cars is relevant for many Ukrainians.
