The Ukrainian Parliament, the Verkhovna Rada, is currently reviewing draft legislation, Bill No. 14394, which could permit 14-year-old citizens to marry under strictly defined circumstances. The bill's co-author, MP Ihor Fris, clarified that marriage at 14 would only be possible by a court order. One of the key conditions for a court to consider such a petition would be the pregnancy of the 14-year-old or the birth of her child.

Under current Ukrainian law, the general marriage age remains 18. However, marriage from age 16 is possible with the consent of a court, parents, and guardianship authorities. Bill No. 14394 proposes to amend this rule for cases where a teenager becomes a parent, which, according to Ihor Fris, obliges lawmakers to secure the rights of both the child and the young mother. This proposal revisits a contentious legal issue that has been debated in Ukraine before.
