The Verkhovna Rada adopted nearly 2000 laws in a year: only every fifth came into effect

Legislative activity of the Verkhovna Rada of Ukraine in 2025

In 2025, the Verkhovna Rada of Ukraine adopted nearly 2000 new laws, of which only 22% came into effect. During the year, 1866 legislative initiatives were registered, of which 1581 were submitted by people's deputies, 245 by the Cabinet of Ministers, and 40 by President Volodymyr Zelensky.

People's Deputy Georgiy Mazurashu from the Servant of the People party became the most active legislative initiator, having submitted over 1000 initiatives, of which 155 were presented in 2025. The passage rate of his initiatives is 20%, indicating a certain level of support from colleagues. Among other active legislators, it is worth noting:

At the end of 2025, there were 395 deputies left in the Verkhovna Rada. Throughout the year, the number of deputies decreased, as 8 deputies left the parliament, three of whom submitted statements for early resignation. This year was an important stage in the legislative process, although a significant part of the adopted initiatives has not yet acquired legal force.

Conclusions and prospects

In 2025, the Verkhovna Rada demonstrates activity in legislative activities, but only a small portion of the adopted laws have come into effect. This may indicate difficulties in implementing legislative initiatives or their insufficient preparation. The decrease in the number of deputies may also impact the legislative process, as every vote matters in decision-making.
