Ukraine’s Parliament Approves New Law Establishing Income-Based Basic Social Assistance

Financial support for the family

Reforming Social Protection: Key Legislative Update

The Verkhovna Rada has passed bill No. 15094, introducing a Basic Social Assistance (BSA) program that consolidates multiple state benefits into a single monthly payment tailored to a family’s income and assets. This reform allows families to voluntarily opt into the new system, combining financial aid with social services and employment support.

Under the new law, the amount of assistance will be calculated individually for each household, based on their average monthly combined income and property status. The BSA payment equals the difference between a set base amount and the family’s income. Eligible recipients include:

  • low-income families;
  • single mothers;
  • families with many children;
  • children whose parents evade child support payments;
  • individuals ineligible for pensions.

Beyond monetary aid, families will receive personalized support plans coordinated at the community level. Social services offered through the program encompass:

  • early intervention;
  • social accompaniment;
  • daycare;
  • home care;
  • counseling;
  • social adaptation;
  • assistance with inclusive education.

Working-age family members who are unemployed will benefit from tailored support, including retraining and job placement assistance, overseen by a social manager who evaluates family needs and organizes ongoing support.

"The primary objective of the Basic Social Assistance is to empower families to overcome difficult circumstances. The law integrates financial support with social services and employment facilitation, offering a path to economic independence," said Denys Ulyutin.

The passage of this law is also tied to unlocking $200 million in World Bank funding for social payments under the SPIRIT project. The Ministry of Social Policy, Family, and Unity of Ukraine is actively involved in developing and implementing this legislation, as well as coordinating winter financial aid for vulnerable populations in collaboration with international humanitarian organizations.

Looking Ahead: Implementing the New Social Assistance Framework

This innovative assistance system aims to promote financial self-sufficiency among families by providing not only direct financial help but also access to a broad range of social services. The adoption of this law marks a significant milestone in Ukraine’s social protection reform, designed to meet current societal challenges.

By enhancing social support and fostering economic independence, this reform is expected to contribute to greater social stability, especially amid ongoing economic difficulties. The transition to the new system also reflects Ukraine’s commitment to aligning its social welfare policies with European standards, a crucial step in its EU integration process.
