Legislative Initiatives to Support Those Affected
Ukraine's Verkhovna Rada has passed draft law No. 13155, which exempts owners of apartments damaged by the war from paying for the management services of their multi-story buildings. A total of 308 Members of Parliament voted in favor of this legislation, demonstrating its broad support. This measure is part of a wider effort to provide financial relief to civilians whose homes have been destroyed or made uninhabitable by Russian military attacks.
The adopted law stipulates that the exemption is valid for the duration of the martial law period and for one year following its termination. This means owners of residential units rendered unusable due to shelling can benefit from this relief. To qualify, an official inspection of the property must be conducted by a special commission. The findings of this commission will serve as the basis for the management company to either recalculate or halt service charges. This process aims to prevent residents from paying for services they cannot possibly use.
