Draft Law "On the Basic Principles of Housing Policy"
On January 13, the Verkhovna Rada supported the draft law "On the Basic Principles of Housing Policy", which lays the foundations for a comprehensive reform of the housing sector in Ukraine. This reform will affect social, service, and affordable housing, as well as the private rental market. The changes will impact not only property owners but also tenants, which may improve the conditions of their relationship.
Nataliya Kozlovska, a representative of the initiative, noted that all familiar tools for Ukrainians, such as social, service, and affordable housing, will remain. However, an important aspect is the change in their content aimed at improving housing policy in Ukraine. Kozlovska also emphasized the need to transition to civilized relations in rental issues. Among the key principles of the new policy are:
- the mandatory nature of the contract, which must be public and registered, for example, through the 'DIA' application
State Housing Strategy
A separate block of the new reform is dedicated to the future State Housing Strategy. An important topic is the management of the housing stock, which implies a balance between homeowners' associations (HOAs), management companies, and the responsibility of local self-government. These changes aim to create a more transparent and effective housing management system, which will positively affect the quality of life of Ukrainians.
Overall, the adoption of the draft law "On the Basic Principles of Housing Policy" is an important step towards improving housing conditions in Ukraine, which can significantly change the rental market and the relationships between tenants and owners.
This reform could become a crucial stage in addressing housing issues in Ukraine, considering the growing demand for affordable housing and rental. The introduction of new rules and standards may enhance the reliability of agreements between the parties, which in turn will contribute to the stability of the market. It is important to monitor the further implementation of these changes and their impact on the socio-economic situation in the country.
