The first meeting of the Coalition of Civil Protection Shelters for Ukraine's Governing Council was held under the chairmanship of Deputy Minister of Internal Affairs of Ukraine Oleksiy Serehiev and Assistant Secretary for Foreign Affairs of Finland Pasi Hellman. During the meeting, the composition and functions of the council and other governing bodies of the Coalition were determined.
It was also decided on the selection criteria and priority projects for the construction of shelters. The first pilot projects will be the construction of a shelter for a preschool educational institution in the Sumy region and for a healthcare facility in the Chernihiv region.
Transition to a new model
Deputy Minister of Internal Affairs of Ukraine Oleksiy Serehiev emphasized that the activities of the Coalition will allow Ukraine to move from individual solutions to the large-scale modernization of the entire shelter infrastructure. This new model will be based on the experience of democratic states and will operate both in wartime and in peacetime.
“This will be a transition to a new model, based on the experience of democratic states and will work not only in wartime conditions but also in the future – in peacetime,” emphasized Oleksiy Serehiev.
At the first meeting of the Coalition of Civil Protection Shelters Governing Council for Ukraine, a number of important decisions were made, including determining the composition and functions of the council and other governing bodies, the criteria for selecting shelter construction projects, as well as identifying pilot projects. In addition, it was noted that the activities of the Coalition will contribute to the large-scale modernization of shelter infrastructure for the residents of Ukraine.
