The Ukrainian government is preparing a moratorium on the disconnection of water and electricity supply for debts in frontline communities to ensure a stable heating season. This was stated by Deputy Prime Minister for reconstruction Olexiy Kuleba during a trip to Dnipropetrovsk region.

The moratorium will be part of a broader government strategy to support frontline regions under the difficult conditions of war.
“Ensuring the stable passage of the heating season for territories that are under fire every day is about the resilience of communities in extremely difficult conditions. We are preparing solutions that will allow people to be confident that heat and light will remain accessible even in these realities,” emphasized Kuleba.
What measures the Ministry of Community and Territorial Development is preparing for winter
At the same time, the government is working on compensating tariff differences for thermal energy companies, which will enable enterprises to timely start the heating season and operate without disruptions. This is especially relevant for regions where infrastructure suffers regular attacks.

Development of distributed generation: installation of 190 cogeneration units and 134 block-modular boiler houses, providing 700 MW of capacity.
In addition to energy initiatives, the government is focusing on evacuation from dangerous areas. Since the beginning of summer, almost 100,000 people, including 11,000 children and 3,000 persons with limited mobility, have left frontline territories. Dnipropetrovsk region plays a key role, providing transit points in Pavlograd and Voloske. There, IDPs receive medical assistance, food, consultations, and support for settling in new places. To facilitate integration, the Ministry of Social Policy is implementing digital tools that expedite relocation processes.
