Student Mobilization Status
The Verkhovna Rada has passed bill No. 13574 in its second reading, but the final version excluded amendments that would have canceled military draft deferments for certain categories of students. This legislative move leaves the issue unresolved, as other draft laws currently under parliamentary consideration could still alter the policy. The ongoing debate reflects the complex balance between national defense needs and educational continuity during wartime.
Bill No. 13574 has already been signed by Parliamentary Speaker Ruslan Stefanchuk and sent for presidential review. Meanwhile, at least two other parliamentary bills could potentially impact student deferments:
- Specifically, bill No. 13634 proposes limiting deferments to students who began their studies no later than one year after turning 25. It also requires teachers and scientists to work at least 0.75 of a full-time position at their primary job to qualify for a deferment.
- Bill No. 13193, which sought to eliminate deferments for students over 25, was withdrawn by its initiators in the summer of 2023.
Notably, bill No. 13634 was twice excluded from the parliamentary session's agenda last autumn. While its progress has stalled, it has not been formally withdrawn. Both the Ministry of Education and the Ministry of Defense continue to emphasize the need to regulate the status of older students.
