Mobilization Deferral for Parents with Multiple Children

The Dnipro Regional Office of the Ministry of Justice has clarified the conditions under which parents with three or more children under 18 can receive a deferral from military mobilization. A central requirement is the absence of child support arrears exceeding the equivalent of three months of payments. This policy applies equally to both men and women who are the primary caregivers for such families. This measure is part of broader mobilization laws enacted during Ukraine's ongoing defense against the Russian invasion.

The deferral remains valid until the youngest child turns 18. However, it is crucial to note that the deferral can be revoked at any time if a three-month child support debt accrues. Consequently, consistently meeting financial obligations is critical for maintaining this right.

Documents Required to Confirm Deferral Eligibility

To confirm eligibility for the deferral, applicants must submit a set of documents as defined by Cabinet of Ministers Resolution No. 560. This package includes:

  • birth certificates for all children,
  • marriage certificate or court decision on divorce,
  • a court ruling determining the children's place of residence (if applicable),
  • a certificate from the Unified Debtor Register confirming no outstanding debts.

The Ministry of Justice also provides recommendations to avoid the risk of losing the deferral right. These include:

  • paying child support in full and on time,
  • keeping all payment receipts,
  • promptly submitting confirming documents to the state or private executor,
  • regularly checking one's status in the Unified Debtor Register.

These steps will help parents with multiple children preserve their right to a mobilization deferral.
