A family-style children's home in the Kirovohrad region
More than fifteen years ago, Oleksandr and Olha Yablon established a family-type children's home in the Kirovohrad region, where nine children without parental care are currently being raised. Over the years, this family has nurtured twelve children who have now gone on to build independent adult lives. Among the Yablons' former wards are medical professionals, educators, a world championship medalist in rowing, and five individuals defending Ukraine—two of whom are war veterans. This inspiring example highlights how stable, family-based care can shape resilient and accomplished citizens.
Ministry of Social Policy initiatives
To improve conditions for children raised in family-based settings, Ukraine's Ministry of Social Policy has proposed a draft law aimed at strengthening support for such families and child protection. Starting in 2027, financial allowances for children under guardianship, in foster families, and in family-type children's homes are set to increase by a factor of 2.5 to 3. Additionally, a one-time payment will be introduced at the time of establishing guardianship.
Furthermore, foster parents will receive guaranteed pension insurance contributions through the unified social tax. They will also be able to hire a professional assistant and will be entitled to official rest periods. These measures are designed to improve the lives of children and support the families who take on the responsibility of raising those without parental care.
The Ministry's initiatives to back family-based care models represent a significant step toward ensuring better conditions for orphans and children deprived of parental care. Increased financial support and expanded opportunities for foster parents create a more stable environment for children's development, which in turn positively impacts their future. This also underscores the importance of family upbringing in Ukraine, which can provide the emotional comfort and support essential for children's growth and well-being.
