Revised Exit Regulations for Men with Disabilities
Ukraine has implemented new rules for men with disabilities seeking to travel abroad during the ongoing martial law. Individuals with disabilities, regardless of their assigned group, are now entitled to cross the border without hindrance. Crucially, this means a personal visit to a Territorial Recruitment Center (TRC) is no longer a mandatory requirement for departure.
Required Documentation and Process
The primary documents needed for travel are certificates confirming disability status, issued by Medical-Social Expert Commissions (MSEC). Possession of a valid disability identification document is sufficient grounds for obtaining a deferment and proceeding with travel. These changes aim to simplify a process that has been complex and stressful for many during the war.
To obtain the status of 'excluded from military registration,' individuals with disabilities must undergo a procedure through the Military Medical Commission (VLC). To get a referral to the VLC, one can apply at a TRC and SP or generate it independently via the 'Reserve+' mobile application. The procedure for obtaining the 'excluded' status involves several stages. The first step is for the individual to formally request a VLC review based on their health condition. Subsequently, to receive a referral for the medical examination, they must contact a TRC and SP or use the 'Reserve+' app.
Individuals with disabilities can now cross the border without obstruction.
