Military ombudsman Olha Reshetylova expressed her position regarding the delivery of summons to those liable for military service. According to her, this function should be performed by local government bodies and police, rather than territorial recruitment centers. At the same time, she emphasized that military recruitment centers do not have the right to restrict a person's freedom, as this should be handled by law enforcement agencies within the framework of administrative detention.
The ombudsman stresses the non-fulfillment of the mobilization law, where the distribution of responsibilities among various structures is not properly executed. Reshetylova also noted that the low motivation of recruits and the threat to life are the main reasons for the voluntary abandonment of the unit.
