Law enforcement in Kyiv has charged a 50-year-old active-duty soldier from Dnipro with organizing an illegal border-crossing scheme. The suspects are Roman Butlyar, a former deputy of the Matsoshynska village council, and his son Bohdan. The 66-year-old ex-official and his 46-year-old son allegedly devised the illicit profit scheme in February 2024.

Meanwhile, a Kyiv court sentenced the head of a charitable organization for running an illegal border-crossing operation. The charity leader charged $12,000 for his services and received a real prison term along with asset confiscation. That case dates back to the summer of 2023.

In the Dnipropetrovsk region, police uncovered twin sisters suspected of orchestrating a scheme to issue fake disability documents to help men evade military mobilization. Police noted that the Kyiv-based suspect, as an active serviceman, 'promised his acquaintance of conscription age help in illegally leaving Ukraine during martial law.' To finalize the plan, the broker arranged a meeting where he collected the agreed-upon cash—and was immediately arrested by waiting officers.
