Military personnel will be allowed to resign from service without mass demobilization

In Ukraine, new service rules for the Armed Forces are being prepared, which will include fixed-term contracts and the possibility of resigning after their completion. At the same time, no mass demobilization is planned. This was stated by MP Fedir Venislavskyi in a comment to Telegraf.

Contracts in the Armed Forces: what changes are being prepared for military personnel

The Ministry of Defense is developing a draft law that aims to reform the service system. It involves the introduction of contracts with clearly defined durations.

As explained by MP Fedir Venislavskyi, options for contracts are being considered for:

  • 2 years

  • 3 years

  • 5 years.

After the completion of such a contract, military personnel will have the right to guaranteed rest.

According to Venislavskyi, these changes are intended to reduce tension during mobilization and make the service system clearer.

Resignation from service in Ukraine: will there be demobilization

Despite the new regulations, full-scale demobilization is not planned.

«We cannot talk about mass resignations from the Armed Forces right now», — noted Fedir Venislavskyi.

The draft law is expected to be submitted to the Verkhovna Rada of Ukraine in April.

This initiative is part of broader changes in the mobilization system. It aims to address current issues, including personnel shortages and conflicts during the conscription process.

According to recent data, a significant number of mobilized individuals leave military units voluntarily. In addition, over 1600 complaints regarding potential violations during mobilization were submitted to the Ombudsman's office in the first quarter of 2026 alone.

Most complaints concern the procedures of military medical commissions, the conscription of individuals who are not subject to service, and challenging decisions made by territorial recruitment centers.

It is worth noting that the Supreme Court of Ukraine provided important clarifications regarding legal grounds for dismissal from military service during mobilization. The relevant rulings examined several cases concerning reaching retirement age, caring for sick relatives, the disability of a spouse, as well as the procedure for conducting financial settlements and withdrawing reports by military personnel.
