Ukraine Grants One-Year Draft Deferral for Young Soldiers Completing Annual Contract

Guaranteed Deferral for Military Personnel

Ukrainian soldiers aged 18 to 25 who complete a one-year service contract will receive a guaranteed 12-month deferral from conscription after their discharge. This policy, developed and implemented by Ukraine's Ministry of Defence in collaboration with the parliamentary Committee on National Security, Defence, and Intelligence, is now fully in effect for those who have finished their annual contract with the Defence Forces. This measure is part of ongoing efforts to balance military needs with the rights of those who have served.

For military personnel in this category, any call-up during this deferral period can only occur with the soldier's personal consent. The government has already approved the procedure for formalizing the deferral. Deputy Head of the President's Office, Pavlo Palisa, noted that positive recruitment trends and improvements to the mobilization process itself have enabled this change.

Mobilization Age and Service Members' Rights

The authorities have also stated there are no plans to lower the mobilization age below 25 or to alter exit rules for men aged 18-23. As emphasized by Ukraine's Minister of Digital Transformation, Mykhailo Fedorov:

“Service members under the Contract 18-25 program receive a guaranteed deferral after their service.” - Mykhailo Fedorov

These changes aim to support young service members and safeguard their rights after fulfilling their duty.

This initiative represents a significant step in strengthening social guarantees for young soldiers, which may aid in attracting new personnel to the armed forces. The guaranteed 12-month deferral from conscription after service could reduce stress and uncertainty among young people planning their future post-service. At the same time, maintaining the mobilization age at 25 likely reflects the government's strategy for managing military resources amid a prolonged conflict.
