Payments to the military in 2025: the government assures stability

The head of the Budget Committee of the Verkhovna Rada, Roksolana Pidlasa, publicly refuted her own words about possible delays in the payment of salaries to Ukrainian military personnel. In her Facebook post, the deputy emphasized that funds for ensuring the army would arrive on time.



'There can be NO delays in payments to the military, and there will be none, because the government is attracting funds from the placement of government bonds to cover temporary liquidity gaps,' Pidlasa stated.


The politician explained that the government uses the mechanism of issuing domestic government bonds for the operational coverage of cash gaps. At the same time, she confirmed that the needs of the defense sector would significantly increase in 2025. According to her, expenditures will need to be increased by approximately 300 billion UAH.



Adoption of the law on changes to the state budget-2025


The Ministry of Finance is preparing a bill regarding changes to the state budget-2025, and its registration is expected in the first days of October. Pidlasa emphasized that the parliament must adopt the document in full by November 1.



'These changes will become possible when the European Commission finally approves the possibility of using 6 billion euros of ERA Loans for operational military needs. The forecast is very optimistic,' the deputy noted.


Budget-2026 problems and the situation in the defense sector


Earlier, in an interview with 'RBK-Ukraine', Pidlasa stated that funds for military salaries would only suffice until November 1, after which a deficit would arise. She also emphasized that social expenditures, even if reduced, cannot be directed to defense, as they are financed by international partners.



'Ukraine must speak directly with its partners: the biggest problem is not armaments, but financial support in the defense sector,' she stressed.
