Military payments lag behind prices: Zheleznyak proposes increasing them by 20%

According to calculations by people's deputy Yaroslav Zheleznyak, the minimum monetary provision for a military person in a rear position currently buys significantly less than in 2022. He calls for a 20% increase in payments during the consideration of the state budget for 2027; the deputy reported this on his YouTube channel. How military payments have changed since 2022

According to Zheleznyak, after the beginning of the full-scale invasion, the minimum payment for a military person in a rear position was about 43 thousand hryvnias a month: they added 30 thousand to the basic provision. In 2023, this supplement for rear positions was canceled, and salaries began to be calculated from the minimum living wage established back in 2018.

In June 2026, for some military personnel, an additional monthly payment of 10 thousand hryvnias was introduced. At the same time, as the deputy emphasizes, the basic salaries have not changed.

Zheleznyak compared the purchasing power of payments in different years with prices for food, fuel, rent, and other expenses. According to his calculations, prices have risen by about 40%, and the dollar exchange rate has changed from 36.5 to 44.6 hryvnias. Therefore, he estimates the current 30 thousand hryvnias as about 21,400 hryvnias at September 2022 prices. To illustrate, the deputy provided the following examples:

  • a set of nine basic products could be purchased 81 times in September 2022, 26 times in September 2025, and 39 times now considering the supplement;
  • the minimum payment was enough for 17 tanks of gasoline in 2022, and now - approximately seven;
  • the rent for a one-room apartment in Kyiv, by his estimate, increased from 17% of the payment to about half.

This comparison was made by Zheleznyak for rear positions. Combat payments of 100 thousand hryvnias, he said, have also not been indexed since 2022, so their purchasing power has also decreased.

What is proposed to change in the 2027 budget

The deputy stated that his proposal provides for an increase in payments to the military by 20% and will require about 200 billion hryvnias. He claims that funds can be found through the revision of budget programs, reserves, and de-shadowing, without increasing taxes. This is the position of the video author, not an adopted decision.

Zheleznyak also proposes to make expenditures for the provision of military personnel a protected item in the budget so that they cannot be cut. According to his estimate, a 20% increase will not restore the purchasing power of the military to that of 2022, but will be a first step.
