This judge decided to enrich himself by making fictitious rulings on child custody for parents who could pay to leave the country. Thus, men could obtain a deferment and fly abroad. For this service, the judge demanded $3500 for a ruling without the participation of the parties. He has 348 such 'fraudulent' rulings on his record.
