Kyiv Mayor Klitschko Suspends Education Agency Head Amid Bribery Probe

Мер Києва Віталій Кличко відсторонив керівника освітнього агентства через розслідування корупційних схем.

Education Agency Director Suspended

Kyiv Mayor Vitaliy Klitschko has suspended Mykyta Bugayov, Director of the Municipal Non-Profit Enterprise 'Educational Agency of the City of Kyiv,' from his duties. The suspension is effective from February 19 to April 5, 2026. This action follows a ruling by an investigative judge of the Holosiivskyi District Court of Kyiv dated February 18, 2026, in case No. 752/3190/26. The suspension was formalized by Order No. 63, 'On the Suspension from Office of M.O. Bugayov,' which cites Article 46 of the Labor Code of Ukraine and Article 154 of the Criminal Procedure Code of Ukraine.

During Bugayov's suspension, the duties of director will be performed by the agency's First Deputy Director, Oleh Shuliak. Bugayov was initially detained on February 6, 2026, on suspicion of accepting a bribe. This case highlights ongoing anti-corruption efforts within Ukraine's public institutions. According to law enforcement, the bribe is linked to a tender for the procurement of educational equipment valued at 8.29 million Ukrainian hryvnias. The alleged bribe amount is estimated to be 10-15% of the contract's total value.

Public Reaction

The case has sparked significant public concern, underscoring persistent issues with corruption in the educational sector. Mayor Klitschko has stated that this move is part of broader measures to ensure transparency and accountability within the city's educational institutions.

The suspension of Mykyta Bugayov marks a significant step in Ukraine's fight against corruption, particularly within the education sector, where transparency and ethics are paramount. This decision may serve as a warning to other officials about the necessity of adhering to the law and preventing corrupt practices.

The situation surrounding Bugayov emphasizes the critical need for continued reforms in educational management systems, which are essential for maintaining public trust in Kyiv's key institutions.
