Japan has always been a dream country for many: however, the visa to Japan has always been a problem with many nuances. Today Ukrainians increasingly wonder whether they need a visa to Japan and if so, how much it costs, what documents are needed, and whether a visa is required for Ukrainians who wish to work in Japan. This is quite a complex issue. 

In general, a tourist visa to Japan is relevant for most foreigners. Not so long ago, the tourist visa to Japan for Ukrainians was also expensive and not everyone was granted one (many were deterred by the costs associated with the visa). However, today visas to Japan have become more accessible, and some of them are no longer needed at all. 

What types of visas are available for travel to Japan

Traveling to Japan for Ukrainian citizens requires prior preparation of documents and obtaining a visa with a regular Ukrainian international passport. Japan has separate rules for Ukrainian citizens, so the procedure differs from the conditions that apply to citizens of countries with visa-free arrangements. The type of entry permit primarily depends on the purpose of the trip, its duration, the presence of a host in Japan, and the source of funding for the trip.

Most often, Ukrainians apply for a short-term visa for a tourist trip, visiting friends or relatives, business trips, participation in conferences, cultural or sports exchanges. Short-term stay usually does not involve paid work in Japan. If the purpose is employment, long-term study, residence, or other activities requiring special status, a different category of visa applies.

For a tourist trip, it is especially important to define the route, entry and exit dates, accommodations, and method of funding in advance. Consular authorities assess submitted documents as a whole; therefore, just having a plane ticket or hotel reservation does not guarantee a positive decision. Similarly, obtaining a visa does not automatically guarantee entry to Japan upon arrival: the final decision on admission is made according to Japanese immigration regulations.

Do Ukrainians need a visa to Japan

Ukrainian citizens with regular international passports need to obtain a visa in advance for short-term visits to Japan. Ukraine is on the list of countries for which Japan requires visa processing before a short-term entry. At the same time, separate rules apply for diplomatic passports: Ukraine is included in the list of countries whose diplomatic passport holders are exempt from visa requirements under certain circumstances.

For Ukrainian citizens, this representation is the Embassy of Japan in Ukraine if the applicant resides within its jurisdiction. If a Ukrainian citizen actually resides in another country, the submission procedure may be determined by the Japanese diplomatic representation responsible for the country of residence.

For Ukrainians, there are specific categories of individuals who can apply for a multiple short-term permit, depending on the purpose of trips, previous visits to Japan, professional status, financial situation, or family ties.

For a tourist without a prior travel history to Japan, the main option is usually a single-entry short-term visa. If a person routinely takes business trips or meets other established criteria, a multiple-entry visa may be considered.

Certain categories of short-term visas relate to:

  • tourist trips;
  • visiting relatives;
  • visiting friends and acquaintances;
  • business events;
  • negotiations and meetings;
  • conferences;
  • cultural exchange;
  • sports exchange.

For visiting relatives or acquaintances, documents from the host party in Japan may be required. In this case, the applicant's package is supplemented with an invitation and other documents confirming the purpose of the trip and the nature of the relationship between the parties.

For long-term goals, a different mechanism is used. For example, education, work, or long-term residence should not be processed as a regular tourist trip. In such situations, it is necessary to define the appropriate residency status and meet the requirements of a specific category.

What documents need to be prepared

The list of documents depends on the purpose of travel. For a tourist trip, the applicant independently forms the main part of the package, while for visiting relatives, friends, or business partners, some documents are prepared by the host party in Japan.

For a standard short-term tourist trip, the main package includes:

  • valid international passport;
  • two completed visa application forms;
  • two passport-sized photographs;
  • itinerary for the trip to Japan;
  • flight itinerary including arrival and departure dates;
  • documents confirming financial capability to cover travel expenses;
  • additional documents if needed for specific situations.

The travel plan must be sufficiently detailed. It should indicate planned dates of stay, accommodations, key activities or cities to be visited. If hotel stays are anticipated, the name, address, and contact details of the hotel should be provided. For trips to friends or relatives, the relevant details of the host should be included.

To confirm financial support, documents such as a certificate of income, tax declaration, bank statement showing account balance, or bank statement can be used. The specific document must demonstrate that the applicant is able to cover expenses related to the stay in Japan.

For business trips, the list of documents differs. Confirmation from the employer, an order for a business trip, or a letter from the workplace may be required, as well as a certificate of position, length of service, and salary. The host organization in Japan prepares the invitation, information about planned activities, and other necessary documents in appropriate cases.

If the applicant is traveling to relatives or friends, documents proving the relevant relationship may be required. For relatives, this can include civil status documents or other official confirmations of kinship. For friends and acquaintances, evidence can include photographs, correspondence, call history, letters, and other materials demonstrating the real nature of the acquaintance.

If a guarantor in Japan covers the trip's expenses, a guarantee letter must also be prepared. In this case, documents proving the guarantor's financial capability are needed, which can include an income certificate, tax documentation, or bank statement.

Documents prepared in Japan may be submitted as copies, although the consular institution may request originals if necessary. The Japanese visa requirements also state that documents must be current and generally issued within the last three months at the time of submission.

How to apply for a Japanese visa

The process of obtaining a Japanese visa begins with determining the purpose of the trip and the category of permit. After that, it is necessary to check the list of documents specifically for the chosen type of visa. It is not advisable to use the tourist trip package if the actual purpose involves visiting relatives, business negotiations, or other activities.

The visa application form should be filled out according to the details of the international passport. The name and surname must be indicated as specified in the document. Information about the purpose of the trip, dates of stay, place of residence, and previous trips should be consistent with other documents.

After preparing the package, the application is submitted to the Japanese diplomatic representation that has jurisdiction over the applicant's place of residence. For Ukrainian citizens submitting documents in Ukraine, the main diplomatic representation is the Embassy of Japan in Ukraine.

Before submission, it is advisable to verify the current rules for accepting applications. The consular institution may establish organizational requirements regarding the method of submission, reception hours, prior appointments, or additional documents. Therefore, the same set of documents should not be automatically transferred from the experience of another applicant.

The overall process for applying looks as follows:

  1. Determine the purpose of the trip and the corresponding visa category.
  2. Check the requirements for documents.
  3. Prepare passport, photographs, application forms, and financial confirmations.
  4. Draft the itinerary for the stay in Japan.
  5. Add documents from the host party if necessary.
  6. Submit the complete package to the relevant Japanese diplomatic representation.
  7. Wait for the result of the consular review.
  8. Receive the passport with the result of the application review.

Purchasing non-refundable plane tickets before receiving a decision is not always advisable. Japanese requirements for short-term visas imply submitting a travel plan, but making reservations and paying for plane tickets and accommodations is not a universal condition for submitting the application itself. This allows the visa procedure to be completed first before finalizing part of the travel expenses.

How much does a visa to Japan cost

The cost of a Japanese visa in 2026 depends on the type of visa and the prevailing consular fees. It is important to account for the submission date, as starting from July 1, 2026, Japan significantly revised the amount of consular fees.

According to the new base fees applicable from July 1, 2026, the consular fee is approximately 15,000 yen for a single-entry visa and approximately 30,000 yen for a multiple-entry visa. The exact payment amount for the applicant is determined in the local currency by the Japanese representation accepting the application. Therefore, the amount in Ukrainian hryvnias should not be calculated based on a fixed yen exchange rate without checking the current tariff at the time of submission.

Previously, the base rates were significantly lower: approximately 3,000 yen for a single-entry and 6,000 yen for a multiple-entry visa. Changes took effect from July 1, 2026. For applicants submitting documents after this date, the new rates apply.

The consular fee is not the only potential expense. If the documents are submitted through an authorized visa institution or agency, a separate service fee may be charged. Additionally, the total travel budget may include expenses for photography, document translations, copy production, travel to the place of submission, and other ancillary services.

An important feature of the Japanese visa system is that if a visa is not issued, the consular fee for its issuance is not charged. In cases where services are provided by an accredited agency, its separate fee may be regulated by its own tariffs and is not equated to the consular fee.

How long does visa processing take

The standard processing time for a short-term visa application is approximately one week from the moment the Japanese diplomatic representation receives the complete package of documents. This is an approximate time frame, not a guaranteed date for issuing the passport.

The processing may take longer if the consular institution requires additional documents or further verification of information. In more complex cases, materials may be forwarded for additional review to the Ministry of Foreign Affairs of Japan in Tokyo.

Therefore, planning the trip with a time buffer is advisable. Submitting documents directly before departure creates the risk that additional verification will not be completed by the planned travel date.

The processing time can also be influenced by an incomplete package, discrepancies between the application and supporting documents, the need to clarify the purpose of the trip, or requests for additional materials. If the consulate requests additional information, the actual review period may be extended.

Documents submitted for the visa must be current. For documents prepared by the Japanese side, the general rules stipulate that they should be issued no earlier than three months before submission unless otherwise specified by specific requirements.

It is also important to differentiate between the processing time and the validity period of the visa. The former indicates how long it may take the consular institution to make a decision, while the latter defines the period during which the visa can be used according to its conditions.

In what cases may a visa be denied

The Japanese consulate reviews each application based on the submitted documents and the circumstances of the specific trip. A refusal may occur if the applicant does not meet established requirements or if the submitted materials do not confirm the stated purpose of the trip.

One problem may be contradictions among the documents. For example, if one route is stated in the application while completely different dates or places of residence are mentioned in the travel plan. Such discrepancies may raise additional questions during the review.

Another issue can be insufficient confirmation of financial capability. For a tourist trip, the applicant must demonstrate a realistic ability to cover accommodations, transportation, and other expenses in Japan. Having a bank account alone does not imply automatic compliance with this requirement; the overall picture of financial support is important.

Particular attention is given to the purpose of the trip. If the applicant is applying for a tourist visa, but actual circumstances may indicate an intention to work or stay in the country for an extended period, a discrepancy arises between the stated purpose and the selected category.

The following reasons can cause problems during the review:

  • incomplete document package;
  • false or contradictory information;
  • discrepancy between the purpose of the trip and the stated category;
  • insufficient confirmation of financial capabilities;
  • absence of necessary documents from the host party;
  • dubious or insufficiently detailed stay program;
  • issues with identity documents;
  • failure to meet the requirements of the relevant visa category.

Providing false information is particularly risky. Information in the application must correspond to the actual circumstances and supporting documents. Attempts to conceal previous trips, alter employment information, or artificially explain the source of funds can negatively affect the assessment of the application.

In the event of a refusal, consular authorities are not obliged to disclose the specific reason for the negative decision. By general rules of the Ministry of Foreign Affairs of Japan, a repeat application with the same purpose within six months after refusal is generally not accepted, although exceptions are provided for cases of significant changes in circumstances or humanitarian necessity.

What to know before traveling to Japan

Obtaining a visa is just one of the steps in preparing for the trip. Before departure, it is worthwhile to double-check the passport, its validity period, itinerary, accommodations, health insurance, financial documents, and return conditions.

A visa allows for entry into Japan, but the final decision on admission is made during border control. Having a visa does not automatically imply the right to enter under any circumstances.

For a short-term trip, it is important to adhere to the purpose based on which the visa was issued. If the permit is obtained for tourism, the stay should not be used for paid work. For employment, other immigration procedures and statuses exist.

It is advisable to prepare the travel itinerary in advance. Japan has a well-developed transportation system, but there can be significant distances between major cities and specific tourist areas. Planning helps coordinate flights, accommodations, train transfers, and internal movements.

Special attention should be paid to documents. Before traveling, it is advisable to have electronic and paper copies of the passport, visa, insurance policy, reservations, and contact information. If the trip involves visiting friends or relatives, it is useful to carry their current contact details and address.

Financial planning also matters. In addition to the cost of airline tickets and accommodation, the travel budget may include internal transportation in Japan, meals, entrance tickets, mobile communication, insurance, and unforeseen expenses.

It is equally important to comply with Japanese laws and foreigner stay regulations. Tourist status does not grant the right to work for compensation. Violating stay conditions may have consequences for current residency and future visa applications.

If a long-term trip is planned or has an unconventional purpose, it is advisable to determine the appropriate category of stay before purchasing tickets. A tourist visa cannot be used as a universal substitute for a work permit, study, or permanent residence.
