Financial Support for Facilities Hosting Internally Displaced Persons
Ukraine has established clear rules for compensating owners and lessors of temporary housing for internally displaced persons (IDPs). Under the new regulations, facilities that accommodate IDPs are eligible for monetary reimbursement covering utility costs and fuel purchases. This announcement was made by the Main Directorate of the Pension Fund in Kharkiv Region.
Eligibility Criteria for Compensation
Compensation is available to property owners or tenants who have set up housing based on official government decisions. Eligible facilities include evacuation assembly points, intermediate evacuation centers, reception points, and transit hubs. The program covers expenses for:
- gas supply and distribution;
- electricity;
- thermal energy;
- hot water;
- water supply;
- sewage services;
- liquid waste removal;
- household waste management.
In areas without centralized networks, the state also covers costs for liquefied gas, solid fuel, and liquid heating fuel.
Applications and fund disbursement are handled through the Pension Fund of Ukraine (PFU) online portal. Applicants must complete a formal request (Appendix 1) and generate a report (Appendix 2). The application must specify the floor area allocated for evacuees and the number of beds. Utility bills must be attached, and all documents require a qualified electronic signature (QES).
The compensation amount is calculated using the formula: C = B × Ks × Kmz. Documents must be submitted via the PFU portal by the 10th of the month following the reporting period. PFU specialists verify calculations and data within a set timeframe, with funds transferred to the facility's bank account by the 25th of the month. In December, transfers occur by the 23rd. Received funds must be used exclusively for fuel and utility payments.
The National Social Service conducts inspections to confirm the actual placement of people and the accuracy of reported data. If violations are found, compensation payments are suspended. Property owners have three calendar days after receiving a notification to appeal the PFU's decision. The Pension Fund of Ukraine handles calculations and payments, while the National Social Service verifies that services are genuinely provided to evacuees.

Providing financial support to facilities hosting IDPs aims not only to ease their stay but also to encourage local communities to assist and integrate evacuees. The program includes oversight of subsidy usage, which can improve the efficiency of state funds in this area.
