What is a Residence Permit in Cyprus

Cyprus remains one of the popular destinations for foreigners moving abroad due to its warm climate, location in the Mediterranean Sea, international business environment, and the use of the English language in many sectors. For citizens of Ukraine who plan to stay on the island longer than the tourist term, an important issue becomes obtaining legal grounds for residency. The most common option is a residence permit, which may be issued depending on the purpose of moving for work, study, residing without employment, family reunification, or other grounds provided for in the migration rules of the Republic of Cyprus.

When considering the issue of residence permits in Cyprus, it is essential to keep in mind that the conditions for citizens of countries outside the European Union differ from the rules for EU citizens. Ukrainians belong to the category of third-country nationals; therefore, for long-term residence, they need an appropriate legal basis and a permit, unless a special residence regime applies. The type of permit is directly related to the reason for relocation: working under a local employment contract, studying, residing on self-sustaining means, joining family members, or obtaining another status.

In 2026, various mechanisms for temporary and permanent residence are in place in Cyprus. They differ in terms of duration, applicant requirements, right to work, and procedures for renewal. For example, a visitor permit allows individuals to reside in the Republic based on necessary financial grounds, but it does not grant the right to work. Another common ground is education. Foreign students can obtain residence rights for the duration of their studies, provided they comply with the institutional and migration procedures requirements. Such status is specifically tied to educational purposes; therefore, the possibilities to work and stay after graduation are defined by separate rules.

Another ground is family reunification. Family members of a person who legally resides in Cyprus and has the corresponding status may claim a residence permit under certain conditions. In this case, family ties, documents confirming them, the legal status of the main applicant, and fulfilling other conditions are particularly important. Applications within the family reunification procedure are submitted according to the Migration Department's rules, and after arrival, obtaining the relevant residence permit is anticipated.

The official portal for this category lists a guideline of a minimum annual income of €9,568 for the main applicant and at least €4,613 for each dependent.

Permanent residence can also be related to investment mechanisms. For third-country nationals, there is an expedited procedure for immigration permits for applicants who make investments and meet set criteria. The funds used for investment must comply with the program's requirements, particularly regarding their origin and proof.

Additionally, the long-term resident status should be highlighted. It is not a quick option for new relocation as it requires a prior period of legal residence. To submit an application, a third-country citizen must have legally and continuously resided in the territory controlled by the government of the Republic for five years prior to submitting the documents and hold a valid residence permit.

Documents Needed for Obtaining a Residence Permit

The exact list of documents depends on the type of permit. There is no universal package that suits a worker, student, family member, and investor equally. However, certain documents are repeated across many categories.

Typically, a valid foreign passport serves as the foundation. A correctly filled application form corresponding to the specific type of permit is also required. Some procedures may require photographs, proof of residency, and confirmation of grounds for residence.

Depending on the situation, the package may include:

  • a valid foreign passport and necessary copies;
  • a completed application form;
  • documents confirming the legal grounds for residency;
  • proof of residency in Cyprus;

Application Submission Procedure and Processing Time

This is a fundamentally important step because an error in selecting the grounds may lead to submitting an incorrect package of documents or the necessity of undergoing the process again.

For example, regarding obtaining long-term resident status, absence from Cyprus must not violate established rules for calculating the five-year term. Official conditions allow for certain absence periods, but they have limits on duration and total number of months.

For immigration permit holders, the right to permanent residence is also not completely independent of actual ties to the country. Official rules provide for the cessation of such permit validity, including if a person acquires permanent residence abroad or is absent from Cyprus for two years.

Long-term resident status is available to third-country nationals who have legally and continuously resided in the Republic for the last five years before submitting the application and hold a valid residence permit. At the same time, certain category of individuals are excluded from utilizing this mechanism, including asylum applicants, some individuals with temporary residency forms, and several other categories specifically defined by the rules.

With long-term resident status, the initial permit is valid for five years. To extend it, an official application must be submitted three months before the expiration date. The approximate review period for a renewal application is around three months.

Another option is to obtain an immigration permit, which effectively provides the right to reside indefinitely, provided the applicant meets the requirements of the specific category. Meanwhile, the residence permit card has its own validity period and requires replacement. Different financial, professional, or investment requirements apply depending on the applicant's category.

For investors, there is an expedited procedure for obtaining an immigration permit according to Regulation 6(2). In 2026, it is particularly essential to verify the current criteria at the time of submission, as the Migration Department announced the termination of the transition period allowing certain applications based on previous criteria in March 2026. New applications must be evaluated based on the requirements in force at that moment.

For planning relocation, it means not to choose a permanent residency scheme based solely on outdated information. Migration and investment requirements may change, therefore before signing a real estate purchase agreement or making a substantial investment or transfer of funds, it is necessary to check the current criteria.

The most logical path to long-term residence varies depending on the specific individual's situation. A worker may begin with a residence and employment permit, a family may start from an appropriate family ground, a student with a study status, while a person with sufficient passive income or capital may start from a suitable immigration category. For those planning to reside in Cyprus for years, it is crucial not only to obtain the first permit but also to understand from the beginning whether the chosen status allows for the accumulation of the necessary period of legal residence for a subsequent transition to long-term or permanent status.

Overall, Cyprus remains a good option for migration, especially in the current challenging social and economic environment.
