The government simplified procurement for the recovery of energy and transport: what has changed

The government has expanded the conditions for conducting public procurement for the rapid recovery of critical infrastructure. This was reported by the Ministry of Economy, Environment and Agriculture.



The Cabinet of Ministers of Ukraine approved changes to paragraph 13 'Features of conducting public procurement of goods, works, and services for customers defined by the Law of Ukraine 'On public procurement', for the period of the legal regime of martial law in Ukraine and for 90 days from the day of its termination or cancellation,' the agency said.


According to the government's decision, until March 1, 2026, procurements for construction, repair, or other engineering and technical measures to protect critical infrastructure facilities can be conducted by signing a contract without conducting open bidding or electronic catalogs. This decision applies to the purchase of goods and services (excluding current repairs) from 100 thousand UAH, current repair services from 200 thousand UAH, works from 1.5 million UAH.


In the previous version of the Features, this procedure was applied only to facilities in the fuel and energy sector. Now it has also been extended to facilities of life support systems (water, heating, electricity supply), transport, and postal services.


'The aggressor country is deliberately destroying our energy and transport infrastructure. Every delay in restoration means longer interruptions in energy supply, difficulties with transportation. Temporary changes in the procedure will allow customers to conclude contracts more quickly and start repair or protective work where it is needed, immediately. This will help protect people and maintain the resilience of the economy,' said Andriy Telyupa, Deputy Minister of Economy, Environment and Agriculture.


As a result of the government's resolution on the above issues, public procurement will be able to carry out recovery work for critical infrastructure more quickly, including energy and transport facilities. This will contribute to maintaining stability in the functioning of important sectors of the economy and ensuring uninterrupted service delivery to the population.
