From August 15, the rules for selling cars in Ukraine have changed: what owners should do now

New rules for selling used cars


As of August 15, new rules for selling used cars are in effect. Regulation No. 963 allows car dealerships to officially buy cars from owners without bureaucratic obstacles.



Previously, the process was complicated: the dealership had to register the purchased car and then deregister it when selling to a new owner. This took time and deterred business. Most sellers used 'gray' schemes through general powers of attorney or searched for buyers independently for months.






Paving the way for a civilized market


According to the Ukrainian Association of Automotive Importers and Dealers, prior to the changes, 99% of the market operated in the shadows - taxes were not paid, and honest companies could not compete. Now, an owner can deregister the car and transfer it to the dealership as a good without intermediate paperwork.



The innovation is already in place. Dealerships in Kyiv report that customers are ready to sell their cars on the same day they inquire. The dealership buys the car immediately, and the new buyer registers it themselves.



Experts believe that these changes will pave the way for a civilized market. Official dealers will be able to compete with resellers, owners will have the opportunity for a quick sale, and the state will receive additional tax revenues from the legalization of transactions.



Now, Ukrainians do not need to choose between bureaucracy and dubious schemes - they can sell their cars quickly and officially.



Regulation No. 963 allows dealerships to generally buy cars from owners without unnecessary obstacles and bureaucracy. This will contribute to the legalization of the market and improve competition among car sellers while allowing owners to sell their cars quickly and conveniently.
