Obtaining a Driver's License in Ukraine Under Martial Law
Special regulations for driver's licenses are in effect in Ukraine due to the ongoing state of martial law. Under Cabinet of Ministers Resolution No. 184, a first-time license is issued for a 2-year period with specific restrictions. To exchange this for a permanent license, valid for 30 years, the driver must have committed no more than two administrative traffic violations during those 2 years. If a license expires during martial law, it remains valid throughout Ukraine, and no fines will be imposed for driving with an expired document during this period.
Restrictions for New Drivers
Newly licensed drivers face certain limitations. Specifically, they are prohibited from:
- exceeding a speed of 70 km/h (approximately 43 mph);
- engaging in professional transportation services.
In peacetime, the law allows a 10-day window to exchange a temporary license for a permanent one after its expiry. It is crucial to note that to exchange a temporary license for a permanent one, the driver must have no criminal convictions under Article 286 of Ukraine's Criminal Code. If a driver accumulates three or more administrative traffic violations within 2 years, they must retake both the theoretical and practical driving exams to exchange their license.
An application to exchange a license can be submitted through several channels. This can be done:
- via the Diia mobile app;
- through the Electronic Driver's Cabinet on the website of the Ministry of Internal Affairs' Service Center;
- in person at a service center by prior appointment.
These new measures aim to simplify the process of obtaining and exchanging driver's licenses under martial law, while maintaining specific safety restrictions for novice drivers. These adjustments help maintain essential civilian mobility during a national crisis when access to services can be disrupted.
