Age Requirements and the Licensing Process in Ukraine
The Main Service Center of the Ministry of Internal Affairs outlines the legal age limits for driving different vehicle types, the procedure for obtaining a license, and the associated fines for violations. Ukraine's licensing system is designed to enhance road safety by regulating who can drive and under what conditions.
Current legislation sets the following minimum ages for obtaining a driver's license, which vary by vehicle category:
- 16 years old for mopeds and motorcycles.
- 18 years old for passenger cars (category B), quad bikes, and trucks up to 7.5 tons (category C).
- 19 years old for driving vehicles with heavy trailers (categories BE and CE).
- 21 years old for buses and minibuses.
The licensing process requires passing both theoretical and practical exams at Ministry of Internal Affairs service centers. A candidate will not be issued a license if they have not reached the required age. The exam fees are 250 hryvnias for the theory test and 420 hryvnias for the practical test. A standard driver's education program at a certified school typically involves 40 hours of instruction with a trainer. While there is no limit on the number of exam attempts, a mandatory 10-day waiting period is enforced between tries.
Fines for Traffic Violations
Regarding penalties, a 16-year-old driver caught operating a vehicle without the proper license faces a fine of 3,400 hryvnias. Parents are held responsible if a child under 16 is found driving. In 2025, the fine for driving without the correct license category will also be 3,400 hryvnias. Driving without carrying your license incurs a 425 hryvnia fine, while drunk driving carries a severe penalty of 17,000 hryvnias and a one-year license suspension. It is important to note that fines are considered settled if paid at a 50% discount within 10 days of the ruling.
Drivers should also pay attention to the codes on their license; for instance, code 78 restricts the holder to operating only vehicles with an automatic transmission. This structured system of age limits, testing, and penalties aims to foster greater responsibility and improve safety on Ukrainian roads.
